Over the past
30 years, AVTEC has expanded to encompass three separate campuses within the
City of Seward, each with its own distinctive facilities, classes, training,
and activities. Particularly in recent years, AVTEC has acquired more
buildings and land to meet the employment and training needs of Alaska’s
business and industrial community. |

These
three campuses’ buildings and facilities vary from newer
institutional-quality structures to temporary storage sheds, with many sites
in urgent need of a wide range of improvements—from demolition to
mechanical and electrical upgrades to handicap accessibility. Our
facilities’ capacity simply has not kept pace with the growth of our
training curriculum and our student body. We do not wish to risk or
compromise the quality of our students’ education, the safety of all who
use AVTEC facilities, or AVTEC’s compliance with all applicable codes,
laws, and regulations. |

In
2001, AVTEC solicited proposals and bids for a review of all our campuses and
their physical facilities. Barnes Architecture, Inc., the winning bidder,
prepared a comprehensive, multi-year Capital Improvement Plan (CIP) in
cooperation with Peratrovich, Nottingham & Drage, Inc., RSA Engineering
Inc., and HMS Inc. Highlights of the CIP are listed below (life safety
and code items are marked below by a double asterisk **). |

The
First Lake Campus houses AVTEC’s administrative offices,
Information Technology program, classrooms, and the Alaska Maritime Training
Center. Planned improvements are estimated at $6.38m through 2008, with
$103,456 for work scheduled in 2003:

The Student
Life Campus encompasses dormitory and apartment housing for AVTEC
students, food services, and the Student Service Center. Planned
improvements are estimated at $12.61m through 2008, with $3,338,512 for work
scheduled in 2003:

The
Applied Technology Campus holds shop and classroom buildings for
AVTEC’s Automotive Technology, Welding, Diesel, Heavy Equipment,
HVAC/Refrigeration, and related industrial programs. Planned improvements
are estimated at $15.02m through 2008, with $2,144,439 for work scheduled in
2003:
